Recovery Round-Up

The American Recovery and Reinvestment Act, P.L. 111-5, known also as the stimulus bill or recovery package, was signed by President Obama on February 17, 2009. The bill includes funding for several programs that benefit young children. The Administration’s budget proposal later referred to these ARRA funds as a “down payment” on the President’s Zero to Five plan. This is a unique opportunity for school districts and for states to improve teaching and learning, and the logical place to start is at the beginning – with pre-k. Because state-directed recovery funds for education are imminent, we will frequently update this page as new information becomes available.

State Strategy Showcase
  • NEW! In Georgia, pre-kindergarten classrooms are marked to receive $1.7 million in federal stimulus funds.
  • The Association for Children of New Jersey has recently published http://www.preknow.org/images/global/pdf_icon.gifARRA and New Jersey's Preschool Initiative: "Not Perfect Together" as well as http://www.preknow.org/images/global/pdf_icon.gifPreschool Expansion Update: Despite Limited Funding, Still Moving Forward – the briefs analyze New Jersey's experience with ARRA education funds.
  • In Kentucky, the Prichard Committee for Academic Excellence sent http://www.preknow.org/images/global/pdf_icon.gifmemoranda to all superintendents in the state recommending the uses of ARRA funds for pre-k and parent engagement.
  • In Oregon, a partnership of six groups, called Equip, will use nearly $3 million in federal stimulus dollars, as well as private donations, to provide incentives to early child care and education workers who complete college courses or training. Featured in The Oregonian.
  • The Illinois Early Learning Council submitted http://www.preknow.org/images/global/pdf_icon.gifrecommendations to the State Board of Education; to facilitate its use, the Council wrote the document in such a way that the SBE could easily turn it into a guidance for school districts on using ARRA funds for early education.
  • The Pennsylvania Department of Education issued http://www.preknow.org/images/global/pdf_icon.gifa guide to school districts on strategically investing federal stimulus funds, featuring early childhood education and early learning facilities on pages 11-13.
  • Winning Beginning NY developed a http://www.preknow.org/images/global/pdf_icon.gifset of recommendations on the uses of ARRA funds in New York and shared the document with its coalition to aid in state advocacy efforts.  
  • Maryland’s Montgomery County Public Schools is featured in an article that looks at how the district used Title I funds for its pre-k program (subscription to Education Weekly is required to view article).
  • The Association for Children of New Jersey convened 45 early education stakeholders to discuss ARRA and developed a http://www.preknow.org/images/global/pdf_icon.gifletter to Governor Corzine.
  • In its blog, Pre-K Vermont highlights its unique strategy for using ARRA funds to improve the quality of the state’s early education settings.

  • Recommendations on ways ARRA funds can be used to address the needs of ELL children (ELL Working Group). The group targets specific opportunities for improving ELL outcomes through allocations to Title I, IDEA special education, technology, data systems, teacher grants, early childhood education, the National Science Foundation, and state stabilization grants.
